December 15, 2002 N&O "City leaders go
knocking for opinions"
"It was the first time that Raleigh Mayor Charles Meeker and City
Council member Janet Cowell felt compelled to go door to door over
a zoning dispute. Both agreed that neighborhood opposition to Crosland
Inc.'s proposed mixed-use development of housing, offices and shops
on a prime 12 acres off Wade Avenue warranted some "cold-call politics,"
as Cowell put it. So, the pair -- Meeker wearing a jacket and tie,
Cowell clad in jeans -- canvassed houses near Cameron Village on
Saturday morning in advance of a council vote Wednesday on the project."
October 16, 2002 N&O "Red-light cameras
closer to reality"
"Council member Janet Cowell.voted against moving forward with
the contract. Cowell said she didn't think it was appropriate for
government to place cameras in public places. "
May 16, 2002 N&O "Don't rely on good intentions"
"To City Council member Janet Cowell, who also participated in
the Bickett Place discussions, meeting with both sides of an issue
is not improper tinkering. It's being engaged; it's being an activist
council member. Cowell told me she hopes there will be less need
for such meetings as the city's urban design guidelines and infill
guidelines -- currently being hashed out by the Planning Commission
-- bring neighbors and developers to the table to resolve their
differences. Ditto for the city's new ordinance requiring developers
to meet with neighbors. I hope Cowell is right."
