"As a City Council member, Cowell is well aware of the shortage
of urban housing options. But she points to new projects in the
pipeline that are taking Raleigh in the right direction, including
400 condominiums that the Council has approved for downtown. "We
wrangle over the details," said Cowell, "but we're approving every
infill project that comes down the line."

Councilwoman Janet Cowell spent about $58,000 two years ago and
is gearing up to seek re-election to her at-large seat. She supports
campaign finance reform, including public financing, which she said
would help ensure that not just the wealthy and special interests
get involved in politics. "It is important for citizens to ... see
how much money is coming from special interests and people doing
business with the city," she said. "The higher percentage, the greater
concern you have about people making objective decisions."

roommate task force"
"The 18-member task force, which includes neighbors, landlords
and college students, will sort through the issues and recommend
possible solutions to the City Council by May, before students at
N.C. State University leave for summer break. "The goal is to look
more broadly and maybe let these folks come to some consensus,"
said council member Janet Cowell, who pushed to set up the task
force."
