"As a City Council member, Cowell is well aware of the shortage of urban housing options. But she points to new projects in the pipeline that are taking Raleigh in the right direction, including 400 condominiums that the Council has approved for downtown. Councilwoman Janet Cowell spent about $58,000 two years ago and is gearing up to seek re-election to her at-large seat. She supports campaign finance reform, including public financing, which she said would help ensure that not just the wealthy and special interests get involved in politics. "It is important for citizens to ... see how much money is coming from special interests and people doing business with the city," she said. "The higher percentage, the greater concern you have about people making objective decisions."

"To City Council member Janet Cowell, who also participated in the Bickett Place discussions, meeting with both sides of an issue is not improper tinkering. It's being engaged; it's being an activist council member. Cowell told me she hopes there will be less need for such meetings as the city's urban design guidelines and infill guidelines -- currently being hashed out by the Planning Commission -- bring neighbors and developers to the table to resolve their differences.
